Sprinter Tyson Gay failed more than one drug test this year, recording one of his positives at the U.S. championships in June, where he won the 100 and 200 meters, The Associated Press learned on Friday.

Earlier this month, Gay revealed he had tested positive in an out-of-competition test he took May 16.

Three people familiar with the case told the AP that Gay had multiple positives this year. One of those people said one positive came at nationals and the U.S. Anti-Doping Agency has notified him of that result.

The people did not want their names used because the doping case against Gay is ongoing and the details have not been made public.

Gay's representatives did not immediately respond to attempts by the AP to reach them.

The sprinter has already surrendered his spot at next month's world championships. If a positive test from nationals is confirmed by his "B'' sample, those results would be vacated, though it's likely they would be anyway because of his May 16 positive.

A first-time offense for doping usually brings with it a two-year ban, though athletes who cooperate with USADA sometimes get reduced penalties.

One person familiar with the case told the AP that multiple positives over a short period of time are a sign of an athlete who wasn't trying to hide anything, but simply didn't know he was taking a banned drug.

Gay is cooperating with USADA.

"The additional positive sample is consistent with him taking responsibility," USADA CEO Travis Tygart said. "He should be commended for that and for removing himself from world championships, which we all should appreciate. The sample was expected, as he works with us for the fair resolution based on the rules, given the fact of his case."

When Gay admitted to the earlier positive in a phone interview nearly two weeks ago, he fought back tears.

"I don't have a sabotage story. I don't have any lies. I don't have anything to say to make this seem like it was a mistake or it was on USADA's hands, someone playing games," he said. "I don't have any of those stories. I basically put my trust in someone and I was let down."

Since news of his positive, media reports have linked Gay to Clayton Gibson, an anti-aging doctor based in Atlanta. In an email sent to AP, Gibson would not confirm Gay was among his patients.

Gay has been the most-watched U.S. male sprinter for the past several years and has long sold himself as a clean athlete.

The 30-year-old, who won the world championship in the 100, 200 and 4x100 relay in 2007, took part in USADA's "My Victory" program ? in which athletes volunteer for enhanced testing to prove they're clean ? and his results never raised red flags.

Until, that is, the out-of-competition test in May. Results came back positive for a banned substance, the identity of which he has not been revealed.

The latest news adds to a slew of negative headlines for track. Jamaican Olympic champion, Veronica Campbell-Brown, tested positive for a banned diuretic at a meet on the island in May.

A month later, Asafa Powell, the former 100-meter world record holder, tested positive for a stimulant at Jamaica's national championships, as did his teammate, Sherone Simpson, a three-time Olympic medalist.

In a recent statement, Powell said he had "retained legal counsel" and couldn't "discuss all the details of the case."

"I look forward to demonstrating to everyone that I am a clean athlete. I always have been, and I always will be," Powell said. "I look forward to donning my country's national (colors) and as I step into the blocks at the starting line I will remain, as always, proud to be Jamaican."

Gay, finally feeling healthy after years of nagging injuries, was among those expected to push Usain Bolt at worlds next month, but instead of racing in Moscow, he'll be resolving his doping case.

Asked on Thursday about the series of doping cases, Bolt said, "definitely, it's going to set us back a little bit."

He insisted he was clean.

"So I'm just going to continue running, using my talent and just trying to improve the sport," he said.

'Slum pope' tells slum residents not to lose hope

RIO DE JANEIRO (AP) ? Pope Francis, dubbed the "slum pope" for his work with the poor, received a rapturous welcome Thursday from one of Rio's most violent shantytowns and demanded the world's wealthy end the injustices that have left the poor on the margins of society. He received an even more frenzied welcome as he opened a rain-soaked World Youth Day in a far different setting: Rio's upscale Copacabana Beach.

In between, he showed off some of his offbeat ? almost rebellious ? personality, telling pilgrims from his native Argentina that he wanted them to make trouble, shake things up in their dioceses and make a "mess" by going out into the streets to spread the faith.

"We knew that in Rio there would be great disorder, but I want trouble in the dioceses!" he said, speaking off the cuff in his native Spanish. "I want to see the church get closer to the people. I want to get rid of clericalism, the mundane, this closing ourselves off within ourselves, in our parishes, schools or structures. Because these need to get out!"

He put that into practice on Thursday. Amid the stench of raw sewage and the shrieks of residents, Francis made his way through the Varginha shantytown, part of a region so violent it's known as the Gaza Strip. The 76-year-old Argentine seemed entirely at home, wading into the cheering crowds, kissing residents young and old and telling them the Roman Catholic Church was on their side.

It was a message aimed at reversing the decline in the numbers of Catholics in most of Latin America, with many poor worshippers leaving the church for Pentecostal and evangelical congregations. Those churches have taken up a huge presence in favelas, or shantytowns such as Varginha, attracting souls with nuts-and-bolts advice on how to improve their lives.

"No one can remain insensitive to the inequalities that persist in the world!" Francis told a crowd of thousands who braved a cold rain and stood in a muddy soccer field to welcome him. "No amount of peace-building will be able to last, nor will harmony and happiness be attained in a society that ignores, pushes to the margins or excludes a part of itself."

It was one of the highlights of Francis' weeklong trip to Brazil, his first as pope and one seemingly tailor-made for the first pontiff from the Americas. Later Thursday, he traveled in his open-sided car through a massive crowd in the pouring rain to a welcoming ceremony on Copacabana beach. It was his first official event with the hundreds of thousands of young people who have flocked to Rio for World Youth Day.

Cheering pilgrims from 175 nations lined the beachfront drive to catch a glimpse of Francis, with many jogging along with the vehicle behind police barricades. The car stopped several times for Francis to kiss babies ? and take a long sip of his beloved mate, the traditional Argentine tea served in a gourd with a straw, which was handed up to him by someone in the crowd.

After he arrived at the beach-front stage, though, the crowd along the streets melted away, driven home by the pouring rain that brought out vendors selling the plastic ponchos that have adorned cardinals and pilgrims alike during this unseasonably cold, wet week.

In an indication of the havoc wreaked by four days of steady showers, organizers made an almost unheard-of change in the festival's agenda, moving the Saturday vigil and climactic Sunday Mass to Copacabana Beach from a rural area 30 miles (50 kilometers) from the city center. The terrain of the area, Guaratiba, had turned into a massive field of mud, making the overnight camping plans of pilgrims untenable.

The news was welcome to John White, a 57-year-old chaperone from the Albany, New York, diocese who attended the past five World Youth Days and complained that organization in Rio was lacking.

"I'm super relieved. That place is a mud pit and I was concerned about the kid's health and that they might catch hypothermia," he said. "That's great news. I just wish the organizers would have told us."

Francis added a last-minute tweak of his own to his busy schedule, meeting with pilgrims from his native Argentina at Rio's cathedral Thursday afternoon.

He told the thousands of youngsters, with an estimated 30,000 Argentines registered, to get out into the streets and spread their faith, saying a church that doesn't go out and preach simply becomes an NGO, or non-governmental organization.

"And the church cannot be an NGO!" he said to wild applause.

He then compared the purity of the Catholic faith with the blended fruit drinks popular in Brazil: "Please, don't blend faith in Jesus. There are apple smoothies, orange smoothies, banana smoothies, but please, don't drink a "licuado de fe!" Faith is complete!"

Francis' visit to the Varginha slum followed in the footsteps of Pope John Paul II who visited two such favelas during a 1980 trip to Brazil and Mother Teresa who visited Varginha itself in 1972. Her Missionaries of Charity order has kept a presence in the shantytown ever since.

Like Mother Teresa, Francis brought his own personal history to the visit: As archbishop of Buenos Aires, then-Cardinal Jorge Mario Bergoglio frequently preached in the poverty-wracked slums of his native city, putting into action his belief that the Catholic Church must go to the farthest peripheries to preach and not sit back and wait for the most marginalized to come to Sunday Mass.

Francis' open-air car was mobbed on a few occasions as he headed into Varginha's heavily policed, shack-lined streets, but he never seemed in danger. He was showered with gifts as he walked down one of the slum's main drags without an umbrella to shield him from the rain. A well-wisher gave him a paper lei to hang around his neck and he held up another offering ? a scarf from his favorite soccer team, Buenos Aires' San Lorenzo.

"Events like this, with the pope and all the local media, get everyone so excited," said Antonieta de Souza Costa, a 56-year-old vendor and resident of Varginha. "I think this visit is going to bring people back to the Catholic Church."

Addressing Varginha's residents, Francis acknowledged that young people in particular have a sensitivity toward injustice.

"You are often disappointed by facts that speak of corruption on the part of people who put their own interests before the common good," Francis told the crowd. "To you and all, I repeat: Never yield to discouragement, do not lose trust, do not allow your hope to be extinguished."

It was a clear reference to the violent protests that paralyzed parts of the country in recent weeks as Brazilians furious over rampant corruption and inefficiency within the country's political class took to the streets.

Francis blasted what he said was a "culture of selfishness and individualism" that permeates society today, demanding that those with money and power share their wealth and resources to fight hunger and poverty.

"It is certainly necessary to give bread to the hungry ? this is an act of justice. But there is also a deeper hunger, the hunger for a happiness that only God can satisfy," he said.

The Varginha slum butts up against what until about six months ago was the largest "cracolandia" ? crackland ? in Brazil, where hundreds of crack cocaine users gathered under a train overpass and used the drug openly night and day. Crumbling brittle shacks still give the area a bombed-out feeling.

Neighbors said local authorities had been busy in recent days with a flurry of last-minute spruce-ups that included repairing cracked and uneven sidewalks and trimming long-dead limbs from the exuberant tropical vegetation. Security was tight: In addition to the police helicopters, sharpshooters perched atop buildings, metal barricades held the crowd at bay and police officers were posted every 5 feet (2 meters).

Police invaded the slum in January and pushed out a heavily armed drug gang known as the Red Command, then set up a permanent police post in the area, which had seen virtually no government presence for decades.

The citywide program started in 2008 to secure Rio de Janeiro before it hosts the 2014 World Cup soccer tournament and the 2016 Olympics.

BitTorrent P2P beta syncs Android, Linux, Windows, Mac

BitTorrent released a beta version of a new Linux- and Android-ready peer-to-peer file sync package. BitTorrent Sync currently operates on Windows, Mac, and Linux PCs and laptops, Android smartphones and tablets, and an evolving list of Linux-based devices, including the Raspberry Pi and numerous NAS products, enabling on-the-go, secure uploads and sync from mobile to storage devices, as well as M2M/IoT scenarios.

Like the recent Plug Kickstarter project from Cloud Guys, BitTorrent Sync is touted as a DropBox alternative that avoids any potential privacy issues that might emerge with cloud storage. BitTorrent Sync is a different animal than the Plug, however. It?s a software-only product that draws on its flagship BitTorrent peer-to-peer (P2P) file sharing software to securely transmit and synchronize files.

BitTorrent Sync allows users to synchronize an unlimited number folders and files of any size across multiple devices, says the company. The software supports major desktop PC platforms, as well as Android (and soon iOS) devices and many embedded Linux devices. The latter include the Raspberry Pi and numerous network-attached storage (NAS) devices (see down below for a list).

As pointed out by Simon Sharwood in the Register, the support for mobile and NAS devices would enable Android smartphone or tablet users to transmit files to NAS devices where they can be accessible to other apps. Some NAS systems support mobile access to NAS contents, he notes, but few can update and sync NAS data as can BitTorrent Sync. This provides a capability that?s not currently available with Dropbox.

Like BitTorrent, BitTorrent Sync uses the P2P protocol to securely transfer files in pieces, with the algorithm optimized for maximum available bandwidth. Sync?d devices are connected via UDP, NAT traversal, and UPnP port mapping techniques.

BitTorrent Sync encrypts files using an AES cypher and a 256-bit key that operates using a ?secret? ? a random, 21-byte string that is unique for every folder. The Base32-encoded secrets are generated using ?dev/random? on Linux or Mac platforms or Crypto API on Windows, says BitTorrent. An optional Base64-encoded ?custom secret? function is said to add even more protection.

Free of intervention from third-party servers, BitTorrent Sync lets users ?control and manage your secret keys so that all the files are stored only on your trusted devices,? says BitTorrent. Users can share temporary or permanent secrets, says the company.

A number of options are provided for discovering peers that share the same secret, including local peer discovery on a LAN, a peer exchange (PEX) between two users, a designated ?known host,? and DHT (distributed hash table). Peer discovery is also said to be enabled via a BitTorrent tracker server. In ?rare cases when peers can?t talk directly,? such as strong firewall intervention, BitTorrent will also supply an optional relay server, with communicates encrypted via AES.

Other features include one-way synchronization, file and folder exclusions lists, and versioning. The latter creates and stores all the old copies of edited files for 30 days in a hidden SyncArchive directory within the sync folder. Old versions of a file are marked by adding numbers to its name.

NYT: Law of supply and demand applies to immigration - Steve Sailer

Being Legal Doesn?t End Poverty?

LOS ANGELES ? THOSE pressing for change in the country?s immigration system like to say that creating a path to citizenship will bring the estimated 11 million undocumented immigrants ?out of the shadows.? It is taken as a given that legal status will help them climb the economic ladder.?
But in this city, and in urban areas across the country, it seems clear that even with full citizenship, many could remain in the shadow economy, earning cash for low-wage jobs.?
Millions of workers in the United States ? those who sew clothes, mow lawns, care for children, construct homes, clean offices and serve food ? function almost entirely in a cash economy. For undocumented immigrants, working for cash tends to be the most reliable way to earn an income while avoiding any attention from the government.?
Advocates of the immigration bill have used economic mobility as an argument for legalizing the millions already living here. They enthusiastically embraced a Congressional Budget Office report last month that said the Senate?s immigration bill would increase the size of the labor force and lead to greater productivity, which would raise average wages in the long term and have broad economic impact. Last week, business groups continued to pressure House Republicans to consider similar legislation.?
But it is hardly a given that citizenship is a route to better jobs.?
?Having legal status takes away one threat that people held over their workers, but it doesn?t do much more than that,? in the workplace, said Victor Narro, the project director for the Labor Center at the University of California, Los Angeles.?
When the Labor Center studied wage violations in 2009, it found that foreigners in general were more likely than native-born workers to be paid less than the minimum wage and that undocumented immigrants, particularly women, were even worse off. But the study also found that foreign-born workers who were legal residents were almost twice as likely to be paid less than the minimum wage as American-born employees.

By the way, the minimum wage is a bit of a red herring. You probably need two parents each making, say, three times the minimum wage to have a chance of affording to buy a home in immigrant-heavy California. But, it's still part of the picture.
?The cash economy is particularly important in California, which has more undocumented immigrants than any other state and the eighth largest economy in the world. The sheer size of the immigrant work force and economy allows business owners to create a norm of paying off the books that would be unthinkable in another time or place, said Ruth Milkman, a labor expert and professor of sociology at the City University of New York Graduate Center.?
?Employers have really gotten into the habit that this is the normal way of doing business,? Professor Milkman said. ?They don?t particularly want to change, and nobody is making them do it. The immigration bill certainly doesn?t change much for employers who take the low road.??
Day laborers, those men standing in front of Home Depots and on street corners looking for whatever work comes their way, are perhaps the most widely recognizable stream of cash workers. Often, these men were mechanics, engineers or even architects and doctors in their home countries.

No, not the last three categories.
The vast majority are undocumented immigrants. But in recent years, with the economy struggling, more of these immigrants have been standing in lots next to citizens, who are equally eager to find work, said Chris Newman, the legal director for the National Day Laborer Organizing Network.?
?We see people who rotate in and out, they come find work for the day and go to another job at night,? Mr. Newman said. ?You lose a foothold in the formal economy and it?s a natural place to go.??
Last month, the Labor Department reported that there are 2.7 million temp workers, more than ever before. As more large companies rely on temp agencies to fill their ranks, it is possible that more American workers, legally or not, could be treated like day laborers ? who can be employed one day and out of a job the next. Mr. Newman repeated something that he has said to himself over and over again amid the debate in Washington: ?Immigration laws are malleable, but the law of supply and demand is immutable.?

Right.
The way he sees it, as long as there is growing demand for an informal labor market, there will be people to supply that work force.

Or as long as there is a growing number of people to supply that work force, there will be employers offering only low wages. It really does work in both directions. To help our fellow American citizens, it makes sense to push on both the immigration restriction lever and minimum wage lever simultaneously. They work together to make the other more effective.

Israel and Palestinians lay groundwork for new peace talks, says John Kerry

There was no immediate formal response from Israel. But one Israeli official indicated that the agreement was fragile.

?We are talking about months, both to ensure the process is substantive and comprehensive, and to get us past September [when the UN general assembly meets],? the official told the Reuters news agency.

The Palestinians have threatened to start unilateral measures such as applying to join the International Criminal Court if no progress is achieved by that date.

Mr Kerry declined to spell out the terms for resumed negotiations and said the deal had yet to be formalised.

?The best way to give these negotiations a chance is to keep them private,? he said. ?We know that the challenges require some very tough choices in the days ahead. Today, however, I am hopeful.?

If everything goes to plan, it is expected that Tzipi Livni, the chief Israeli negotiator, and Saeb Erekat, her Palestinian counterpart, will travel to Washington perhaps as early as next week.

Mr Kerry?s announcement followed four days of gruelling diplomacy in which he met Mr Abbas three times in an apparent effort to persuade him to ease his conditions for meeting Benjamin Netanyahu, the Israeli prime minister.

The attempt appeared doomed to failure after specially convened meetings of the Palestine Liberation Organisation and Mr Abbas? Fatah movement declined to give the Palestinian leader the green light he sought.

Senior Palestinian leaders had demanded that negotiations be based on borders that existed before the 1967 Six Day War, when Israel took control of the West Bank, east Jerusalem and Gaza. Israel has refused to accept the pre-1967 borders as a starting point because it wants to keep large settlement blocs it has built on land the Palestinians claim for a future state.

X Games going deep in heart of Texas to Austin

The X Games are going from the glitz of Los Angeles to deep in the heart of Texas.

Athletes with skateboards and motorcycles will be competing in the Texas capital after ESPN announced Wednesday that Austin will be the next North American host city for the X Games.

"Austin over the last several years has really become synonymous with supporting big events," said Scott Guglielmino, senior vice president, ESPN programming and X Games. "The music scene is fantastic. The night life is fantastic and definitely a young, active town."

The home to the University of Texas also has the new Circuit of the Americas sports and entertainment complex, which will be the primary site for X Games Austin. The 1,500-acre complex opened in November by hosting the Formula One U.S. Grand Prix and held a MotoGP motorcycle race in April.

Austin was selected over three other finalists: Chicago, Detroit and Charlotte, N.C. There were initially 13 qualified bids for the Olympic-style selection process, with Austin picked to host for four years starting next May 15-18.

"X Games is a great action sports competition and is an ideal fit for the city of Austin, which has a tremendous fitness orientation, a tremendous action sports community," said Steve Sexton, president of Circuit of the Americas.

Sexton said 16-18 X Games athletes live in Austin, and that a "couple of thousand people" showed up at the State Capitol to watch an exhibition when Austin was announced as one of the four finalists earlier this year.

X Games is nearing the end of its first year of global expansion and transformation, with events already held in Aspen, Colo., France, Brazil, Spain and Germany.

The X Games will wrap up an 11-year run in Los Angeles with this summer's event Aug. 1-4.

"L.A. clearly, Southern California, it's a special home when it comes to action sports and that whole culture, no question about it," Guglielmino said. "But we felt like it was time to move the X Games to a new venue, a new city. We leave Los Angeles with a lot of great memories, certainly. ... We leave after quite a good and prosperous stay, but definitely looking forward to getting to Austin and really growing out the event."

Aspen has been the host of the winter X Games since 2002, but its contract expires after next year's event. Bidding to host winter competition in the United States just ended, with the next site likely to be picked in early 2014.

There are about 350 fully developed acres at Circuit of the Americas, including the 3.4-mile race track with 20 turns, an expansive outdoor live music space for 14,000 spectators and a 25-story observation tower. There is a pit/paddock building with 34 garage bays and two upper levels of hospitality space, and a 44,000-square-foot event center.

Sexton expects at least 100,000 spectators for the four days of competition.

"The ability to host the X Games fits into our overall strategy, to have a multidimensional entertainment and sports destination," Sexton said. "We're more than motor sports. The X Games is kind of one of the first of many steps in the process."
